It feels to me like our killer tried to minimize "damage", in a way. Picking someone who wasn't very vocal to kill and framing someone who wasn't well-liked.

I think there's a not-insignificant chance it might be the same person. Regardless of what their motivation was, none of the ones we currently know about would lead me to believe that an escaped killer would just stop killing, you know?
