No. Murders on the station were all down to the individual, no coercion involved. There was a promise of power, and it counted as an indulgence so it went towards claiming our wish.
A lot of people here talk about angelic interference, possession, a loss of control… a lot of reasons why someone wouldn’t be fully in control of their actions.

It takes some of culpability if there's outside interference like that. At the camp, someone had to die every week or else everyone would. You can't look for a solution, if there's no one to look for one.
It does. I’m not sure I like it — focusing your anger, whether to fan it, or heal it, is difficult when the person you want to hate isn’t necessarily culpable for what they did. It is a lot easier to reconcile things if people were in control of their actions.
Then again, the world’s not simple so why should the issue of people’s guilt be either? [ boo! ]
… Now that one sounds especially cruel. There was a solution, but the solution was just more killing.
It takes something away from the victims who didn't ask to be killed. The ones who were influenced didn't ask to kill either, but.... [ she smiles. ] The world is unfair and unjust.

There needed to a certain amount of suffering. A threshold that had to be passed before things could culminate.
